See lessAlso is there a leash law? They could fine your sister for that if anyone has proof they were out. If her dogs got out and even so far as hurt someone or another animal that dog will be put down.
They can’t make y’all give the dogs up unless they have footage of the said incident.
Maybe she needs some apple air tags on their collars or some sort of gps with a camera to see if where they are going if they get out again but honestly they need to do better and keeping their dogs up.

If there’s no court order in place and the child’s father is ok with it then no, it’s not kidnapping. I would suggest maybe having the father write something saying he’s ok with her moving and taking the child and have him sign it. His mother is trying to force her to stay with fear tactics.

I would pay the fine with a letter explaining your medical situation and move on, maybe they cut you a break and not put it on your record but I wouldn’t count on it.
