We are located in Georgia out in the country so coyotes are frequent here. My sister’s neighbors goats were ripped apart and they’re trying to blame it on my sister’s two dogs who are top tier escape artists. They’ve even broken her windows to get outside. They escape collars, chains, runners, leads, run through invisible fencing, jump privacy fencing, etc. But these dogs would never hurt a fly. They are super friendly and have been around livestock before and have never harmed them. Animal control came and threatened my sister trying to force her to give them the dogs and she refused. They said the owners are claiming they saw her dogs but they have no proof or evidence her dogs did this. They had no blood or anything on them. What can we do?

I would think they need actual proof. In the meantime keep an eye on those dogs and maybe proactively talk to law enforcement about the situation and see what they advise.

The first thing that comes to mind is animal DNA. If those dogs attacked her animals then their DNA from their saliva would be all up in those wounds. If they don’t have video footage of it I don’t know how else they can prove it regardless of your dogs past misdeeds. Nal
They said theres a witness saying they were near the area. But the witness did not see them attack the goats

Not an attorney but having dogs that are escape artists automatically bring suspicion. Right now you don’t know if her dogs did this or not. Depending on the breed of the dog it could be discovered it was her dogs. Either way the frequent breaking out is a sign the dogs aren’t domesticated and adjusted well enough.
She needs to be honest and admit if the dogs had gotten out that night.
I do know that her dogs didn’t do this. I know that for 100% fact.
IMHO, those dogs need to be fixed, trained, and crated when unsupervised. They’ll be #1 because of how they are and animal control will target them just to close the case.
They are both spayed and neutered. As I stated they are top tier escape artists and break out of their crates and have broken the window to get out. She cannot afford a trainer so in the meantime while she saves up I’ve brought them to my house.
if your sure they didn’t tell the lady let’s get a dna test. If true I pay for it if false she does. Then AFTER results you have proof it wasn’t.
And agree to a training plan if it was.
Just FYI coyotes don’t rip apart goats and leave them. They will drag them off and consume the whole goat. If there is a bunch of slaughtered goats left in the field, it is highly likely that it was dogs, which I’m sure animal control knows. In our area, if a dog is attacking livestock, it can be shot by the livestock owner. Something to keep in mind if your sister’s dogs make a habit of going on the neighbors property. Maybe she should be proactive and request DNA testing from saliva to clear her dogs.
Well it wasn’t her dogs. They didn’t have a drop of blood on them. So I know better.
I’m not saying it was her dogs, but that it does sound like dogs instead of coyotes. A DNA test might clear their name legally, and ease any tension between the neighbor. If the neighbor truly thinks it was them, they could retaliate if they saw them on their property again.
You keep claiming that they are top tier escape artists like nothing can be done and it absolves her from keeping them on her property, but it just means that your sister needs to build something better to hold them. Honestly she can pay for a lawyer and fight this, but her money is probably better spent building a cage that can actually hold the dogs and coming up with settlement terms with the neighbours (which will probably include the cage anyway). I would add cameras to the property and possibly trackers to the dogs to provide future information.
I know that she doesn’t believe that the dogs have done this, but as others have said it doesn’t really sound like coyotes either, and as you have pointed out multiple times the dogs are escape artists. She could possibly win the case, but her dogs are still an issue.

You have to have physical proof. Photos, DNA, videos etc to even file on you and your dogs. Maybe she needs to look into hiring a trainer or find better ways to keep them from escaping. Just because a dog seems sweet doesn’t mean they won’t kill an animal or hurt a person. I’ve seen it first hand with my dog. I thought she wouldn’t hurt a fly and she almost killed my other dog.
Also is there a leash law? They could fine your sister for that if anyone has proof they were out. If her dogs got out and even so far as hurt someone or another animal that dog will be put down.
They can’t make y’all give the dogs up unless they have footage of the said incident.
Maybe she needs some apple air tags on their collars or some sort of gps with a camera to see if where they are going if they get out again but honestly they need to do better and keeping their dogs up.
Honestly at this point. It sounds like she needs to start being a responsible owner for the safety of those dogs. Which let me guess huskies?
Dosen’t matter if you dont see blood. They could have cleaned themselves up.
Keep the dogs contained. Hire a trainer or rehome them.
Next time those dogs escape off the yard that neighbor may just shoot them.
The only thing you really can do is keep them in your yard.
Which yes that alone animal control can take them away.
