NAL but a retired P&C insurance agent. Homeowners insurance does not cover criminal acts so you could certainly contact them to place a liability claim and they can officially respond. But, generally what you would do in a case like this is to file a claim for vandalism with your carrier.
You may or may not have a civil case against them but that would be filed against your neighbor directly.
Also, be sure to file a police report.

I would suggest getting a lawyer and handing over all evidence to them. They can handle the rest as far as contacting insurance companies and getting things started.

You can file a claim against their insurance yes. You would need to get a copy of theirs or file a suit, in which then they may hand it to their insurance who will contact you.
You could also hand it over to your insurance abs see if they will handle it.

Google their address…it will tell you the last time the home was sold…the. use reverse address look up. It’ll give you their names. If they’ve lived there longer than a year or two, that should be accurate. Sometimes it takes whitepages a little while to update but that should at least give you names.
