He was suicidal and had left the car in a sketchy part of philly while he was admitted to hospital and says it wasnt there when he came back, I went to the police to see if it had been towed anywhere to a lot and they said no there’s no record of it being towed. I want to file a police report saying it was stolen to try to find it but I’m scared that if that happens in the car company finds out they’re gonna want all their payment right now for the car which is about 11,000$

Your friend is a liar and has used you. It will cost you to sue him and you can’t get blood from a rock so its not worth the suit unless you get a judgment and hope for the best.
He defaulted on loan and insurance so no payment from insurance but loan still needs to be paid. You are co on loan so unless you pay it your credit wil tank and it will be years to get a house.
Is there a pice report for stolen car? Or was it repossessed?
